The results of the NAP review were revealed this morning. The following are the updates I’ve been getting so far, this post will be updated as I get more information.

* A total of 18 new policies and measures covering licencing, duties, incentives, technology and environment, safety and standards and APs to be effective January 1st 2010.
* Open AP system to be scrapped by December 31 2015.
* AP holders will be audited twice a year.
* A gazetted Customs pricelist for used CBU cars to be established to supplement the current list of new CBU cars. This will be used to prevent underdeclaration of grey import vehicles by declaring then as “used” instead of new in order to manipulate the price, as the gazetted pricelist is currently only for new vehicles.
* A large chunk of the RM300 million expected to be collected from the RM10,000 per Open AP fee to be used to develop the auto industry and increase Bumiputra entrepreneurship participation in the auto industry.
* Import duty on CBU & CKD cars maintained.
* Import of used parts to stop in June 2011 (what???).
* Incentives and exemptions will be increased to develop local auto parts.
* Franchise APs to be terminated by December 31 2020.
* Foreign firms can apply for manufacturing licenses to hold 100% shares in firms to produce vehicles with engine capacity of larger than 1,800cc and costing more than RM150,000. This will open up the upper end of the market while keeping the lower end where Proton and Perodua are protected.
* Issuance of new Manufacturing License to be unfrozen for selected segments – hybrid and electric vehicles, pick-up trucks, commercial vehicles and motorcycles with engine capacity of 200cc and above.
* Vehicles 15 years and older will have to be tested for roadworthiness; provisions to be made for vintage cars.
* A new strategic partnership between Proton and an established manufacturer will be established.

The worst thing to hit us is this...

* Vehicles 15 years and older will have to be tested for roadworthiness; provisions to be made for vintage cars.

* Import of used parts to stop in June 2011 (what???).

No more Half-Cut shop?!? WTF, how we going to maintain our bugs cheaper?!? Have to go for all new parts?!?

this is crazy. no other country has these nutty policies. it makes sense cause they want use to use parts that are obtained from local scrap cars. but what about the engine? jpj is stricter than ever about tampered engine numbers and how do they plan to allow for us to upgrade or swap the engines on our cars? this is yet another way the government wishes to kill the classic car industry.

Couldn't agree more with you.

Freaking bureaucrats......instead of clamping down & eradicating trade mark infringement and counterfeiters (everything from software to car parts to cigarettes to Panadol, mind you), these idiots want to ban imports of GENUINE used parts for our beloved bugs.

I have also given up on Puspakom and JPJ......imagine the freaking idiots passed my bug in every area but 'GAGAL' me for changing my floorpans without approval.
I now have to take a day off to visit the JPJ HQ in Putrajaya.

You won't find a more misguided set of goons anywhere else on this planet......I'm certain about that!!

i am keeping the VWs for sure, but really sad that no more halfcut shops for me to shop....

looks like i need to sell off my 14 years old Citroen for a new car soon....

i dont have the time to be taking annual leaves just to send my daily car for puspakom inspection!!!!!

Though I agree with the logical idea of having road-worthy cars on the roads, this new regulation is going to be a tremendous burden to quite a substantial percentage of the general population who are still driving aged cars.

Let's hope the provision set aside to legalize good old to be classified as 'classic' vehicles will be made transparent, simple and as clear as possible. Then, it might even be better for old car owners because of the special discount given out on the road tax to these classic cars. I'm keeping my fingers crossed....

I agree with sunday driver....

if we stay quiet... it will mean that we agree with this stupid policy...

it will be a peace demonstration...

everyone,every where in Malaysia is feelin the heat!!!

this NAP stuff is totally bonkers...

i have suggested to other clubs the same intention for a demonstration...

mostly japanese olskool rides(mind u their feeling the heat even more!)...

if we start in KL... i confirm other states will do the same!

it takes ONE to LEAD!!! eventually others will follow...


plz comment my post... good or bad or whatever...

If enough respond to the above poll I can forward the results (to who?) in order to start a dialog. Like a formal complaint of sorts. Currently I don't understand the issues well enough to take this on by myself.

If any interest, we CAN have a proper official petition but it will require a few things:

* stated purpose or what we hope to accomplish
* an understanding of the issues or changes and how it impacts the hobby
* an understanding of the issues or changes and how it impacts the individual
* individual details - petitions are often worthless if anonymous and are often signed

If you want something official we can do it, but please consider the requirements and note that we cant just say "this sucks" expecting a good result.

a media (prefer TV1,TV2,TV3 most people have this)conference will be an option too... news spread faster and all people will see...

Yesterday, us Penang Volkswagen Owners Club (PVOC), had a press conference during the meeting. Me and VW450 was there. There were several newspaper reporters and RTM crew (as mentioned by VW450). Old Beetle owners want Govt to scrap mandatory inspection rule

BUTTERWORTH: The Penang Volkswagen Owners Club is calling on the Government to scrap the mandatory roadworthiness inspection for vehicles aged 15 years or older.

Such inspections, conducted before the road tax renewal, were unnecessary as many owners kept their vehicles in tip-top condition, said club adviser Alham Yusoff, 55.

“It is very cumbersome for us to queue up at Puspakom every year to have our vehicles checked.
Lovebug lovers: Penang Volkswagen Owners Club members appealing to the government to review the rule to exempt their cars in Penang yesterday.

“Sometimes, it can take us the whole day before our cars are inspected,” he told reporters at a gathering of about 30 Volkswagen owners in Robina Park, Teluk Air Tawar, here yesterday.

Alham said owners of old vehicles already faced problems of having to shop around for third party insurance coverage as not many companies were keen on insuring old vehicles.

He said there were at least 5,000 Volkswagen cars on Malaysian roads, of which about 2,000 were registered with Volkswagen clubs in different states.

Most of the Volkswagen models were of the classic types that were below 50-years-old, he said.

Club member Geoffrey Gan, 56, said he would usually spend a few thousand ringgit on annual maintenance of his two Volkswagen 1970 and 1972 models.

“Some of us have driven our Beetles around Malaysia and Thail­and, while a few have driven theirs to Kunming, China without any incident or breaking down.”

Retired Telekom Malaysia technician A. Pooniahmurthi, 69, said most of the old vehicle owners were retirees and pensioners.

“It will be a burden for us to incur the RM40 inspection charge,” Pooniahmurthi said.

Club treasurer Rashidi Abu Bakar, 41, said the Government should consider allowing other agencies or companies to conduct roadworthiness inspections to ease congestion at Puspakom branches.
